"This scene, looking down a Valley Center side road, seems to be asking: "What do we do with the increasing mass of used-up impedimenta of our produce-and-consume culture?" Stiffer fines for dumping and littering have not slowed the problem appreciably. Nevertheless, though slightly after the fact, maybe the sign will be heeded." The street connection, the second major Vista street project, cost about $151,000 and took about three months to complete. Work began in June."
