Scope and Contents

File consists of 9 folders related to SB-41, signed into law by Gray Davis, which requires the California State Librarian to develop instructional resources for use in public schools and an information project to educate the general public on the state’s Native Americans.

Folder 03/01, labeled "Email correspondence and misc." contains materials related to a grant project developed by Dr. Edward Castillo, Chair of Native American Studies & Multicultural Studies at Sonoma State University. The project focused on 8th grade curriculum and would "build engaging classroom activities and inform the target student population regarding the unique identities and cultural contributions of California’s First People’s, past and present.” Folder contains correspondence related to grant proposal and advisory committee as well as: the grant application; budget documents and reports; Biggs' travel expense receipts; SB 41 Advisory Committee meeting agendas; three copies of “California’s First People’s Project (CFPP): A Teacher’s Guide and Curriculum Resources,” published by the California State Library; a copy of “Standards for Evaluating Instructional Materials for Social Content, 2000 Edition,” developed by the Curriculum Frameworks and Instructional Resources Division and published by the California Department of Education; and flyers promoting the SB 41 grant.

Folder 03/02, labeled "Curriculum materials & misc." contains materials related to 12th grade curriculum material created about Indigenous history, lead by State Librarian Susan Hildreth. Three units were created for the curriculum: "Unit I: Indian Sovereignty," "Unit II: Tribal Governments," and "Unit III: Tribal Gaming." Folder contains draft curricula, memoranda, and email correpondence including between Steven Quesenberry and Hildreth; Hildreth and Biggs, regarding curriculum drafts for the 8th grade units; and between Biggs and Dr. Lotsee Patterson (Commanche). Lastly, folder contains document titled “California Indian History: Pre-Contract Tribal Lifeways” labeled with “This version shows the associated lesson plan.”

Folder 03/03, labeled "Susan Hildreth's Greeting to Tribal Libraries, Mar 2006," contains CD-R disc with same label. CD-R disc contains recorded greeting by Hildreth to attendees of the Tribal Library bootcamp at Pala Reservation. Hildreth gives a short update to the California State Library's Tribal Liaison position, filled by Susan Hanks. File is in AVI format.

Folder 03/04, labeled "Project updates," contains materials related to the SB 41 grant, including a letter from Anthony R. Pico (Chairman of the Viejas Band of Kumeyaay Indians) to Biggs, offering his support to the project. His letter was written in 2006, and he offerrs support for the development of 4th grade or 8th grade curriculum. A packet of documents from the Viejas Band of Kumeyaay Indians is also included in the folder, including a copy of letter of support from Pico, emails from committee members, and what appears to be a draft for review of instructional materials for school curriculum. The majority if the items in the folder, however, are letters of correspondence and emails between committee members, reflecting their concerns regarding the status and development of the project and quality of the materials.

Folder 03/05, labeled "Curriculum drafts #1 & misc." includes Biggs' handwritten notes regarding her own edits for the SB 41 curriculum drafts. A letter from Susan Hildreth to Biggs is also included in the folder, asking Biggs to submit her edits and comments by January 31, 2005 due to the delay in the project. The remainder of the materials in the folder are drafts of curriulum material. The drafts are: “Background for Teacher Reference: Indian Sovereignty” by Professor Cliff Trafzer (UC Riverside) and Professor Edward Castillo; “Background Section: Reservation Life: Our Land and Culture” by Edward Castillo and Cliff Trafzer; “Working Title: Unit 2, California Indian Slavery," no author on document; and “Background for Teacher Reference: Unit 3: Indian Land for Sale” by Professor Edward D. Castillo.

Folder 03/06, labeled "Curriculum drafts #2 & misc." relates to the drafting process for creating curriculum materials. Materials include correspondence regarding drafts, the Advisory Committee, and the 7th Generation Fund, and Advisory Committee members' concerns about the project. Folder also contains the full draft of a curriculum created by Castillo in 2003, called the "California Peoples First Proposed Curriculum," which is separated into 4 units, Unit 1: Indian Sovereignty; Unit 2: California Indian Slavery; Unit 3: “Indian Land for Sale"; and Unit 4: Daily Life. Folder also contains an SB 41 project timeline; Advisory Committee meeting agenda for January 2004; a list of Advisory Committee members; and a handwritten note for Biggs regarding the current state of the project, including funding, the assignment of tasks to committee members Jack Norton and Cliff Trafzer (UC Riverside).

Folder 03/07, labeled "Misc. Research Resources," contains two articles printed from the California State Library's website. One article is titled, “Tribal Sovereignty Suggested Resources” and is a reference guide with lists of books and other helpful links to aid those who are seeking information on the law and rights on the issue of trival sovereignty. Thee other article is titled, “California Indians: Government to Government" and provides a quick summary of Indigenous communities' relationship to California's government. It also includes some helpful links. Both were accessed in 2003. Folder also contains a print out of Senate Bill no. 41, in addition to a pamplet from and about the California State Library.

Folder 03/08, labeled "Misc. Project Documents," contains miscellaneous items related to the SB 41 grant project. The majority of the items in the box are various applications for funding for the California's First People's Project. Biggs reviewed each application (including Castillo's) with the "Teacher's Guide & Curriculum Resources Grant Review Sheet" that is attached to each page. There are seven applications in the folder. The folder also contains Biggs' handwritten notes about each application and her thoughts on each of their proposed curriculums. Folder also includes handwritten notes from Biggs; a letter from Charlene Wear Simmons to Biggs regarding restricting SB-41 project to the 8th grade; another letter from Simmons to Biggs regarding a partnership with the Seventh Generation Fund to hold dialogue among California Native American culture bearers; SB 41 Advisory Committee meeting notes, January 2003; a flier regarding the California Indian Commemorative Seal; and "Report on California State Library Activities pursuant to SB 41 (Chapter 870, Statuses of 2001), Submitted June 18, 2003."

Folder 03/09 contains the CD-ROM "S.B41 Proposed Model Suplemental Instruction Materials: Submitted to the California Curriculum Commision by The California State Library, September 5, 2007, California Research Bureau."
