Scope and Contents

Five folders containing materials related to LSTA grant with goal of "providing the indigenous tribal people of California with library and information services that are responsive to their needs and that are equal to the library and information services provided to the public libraries in other areas of the state.” This included the training of staff in the tribal libraries from 20 tribal libraries at Pala Library. The project supported the development of training session called the Library Services and Technology Act InfoPeople Project. A constultant from InfoPeople was involved, and Biggs worked as a liason between the tribes and the State Library These training sessions were also referred to as “Boot Camp.”

Folder "Boot Camp Materials #1" includes “LSTA—California State Library: Library Services and Technology Act: Final Narrative Report;” grant invoices; InfoPeople evaluation forms; lists of participants for various the Tribal Librarians Training sessions; and emails between Biggs and other tribal librarians regarding arranging plans and travel arrangements for various training sessions. Folder also includes miscellaenous items, such as an obituary for Evangeline “Vangie” Kolb; a San Diego Union Tribune article from March 28, 2005 titled, “Checking out county’s new library chief” by Logan Jenkins; list of general reference books; “University of New Mexico’s Libraries’ Indigenous Nations Library Program (INLP)” by Paulita L. Aguilar (Published in C&RL News, March 2006); The California State Library pamphlet.

Folder "Boot Camp Materials #2" includes questionnaires prepared by Biggs and sent to the tribal librarians to assess their library's needs for the boot camp. Over twenty questionnaires are included in the folder, including from tribes and tribal libraries such as La Posta Band of Missions, Quechan Indian Tribe, Barona Band of Missions, San Pasqual, Pala Library, Viejas Tribal Education Center, Pauma Band Mission Indians, and Bishop Paiute Tribe. Folder also contains various email correspondences between Biggs and Cheryl Gould regarding the planning of the workshop, in addition to Biggs and tribal librarians from San Diego County regarding the questionnaire. Folder also contains other Boot Camp related items, such as a workshop agenda; a possible list of participants; a handwritten note from Biggs regarding notes about the workshop. Finally, folder contains two copies of the same North County Times issue, from June 4, 2005--the only difference is that one issue is for the Carlsbad/La Costa region, and the other for the Fallbrook/Bonsall region. The front page contains article called, “Tribal librarians honing their skills” by William Finn Bennett”

Folder "Boot Camp Materials #3" contains a Tribal Libraries Survey, created in 2005, presumably developed by Biggs and Cheryl Gould. The results of the survey are also in the folder. Folder also contains the Pala Casino Resort and Spa contract for the Boot Camp workshop. Folder contains emails from from Biggs and Gould to the participants of the workshops weeks and days leading up to the event regarding the logistics of the workshop. Emails can also be found in the folder from participants RSVPing to the workshop. There are also emails in folder from Biggs and Gould to participants after the workshop thanking them for their participation and collaboration in trial librarianship. Biggs' notes for the planning of the workshop, in addition to her typed speeches/introduction of workshop presenters can also be found in the folder. Typed speeches include Biggs' opening remarks for the event and her introduction for presenter Mary Alice Tsosie. Folder also includes a list of contact information for the participants of the workshop, in addition to many versions of the drafts of the program agenda. Some program drafts have Biggs' notes written over the documents. Folder also contains a print out of “Library Basics” powerpoint presentation by Jacqueline Ayal, which was a presentation at the workshop. Folder also contains printouts of emails between individuals such as Biggs, Gould, and Carla Lehn when they first received funding for the Rural Initiative LSTA grant and were starting to brainstorm and develop ideas for the workshop.

Folder "Boot Camp Emails" contains printouts of emails regarding the planning of the Boot Camp workshop. Emails discuss efforts in gathering laptops for the event and signing contrasts with the Pala Casino Resort.

Folder "Boot Camp and Infopeople Emails" contains printouts of emails regarding the planning of the Boot Camp workshop, in addition to conversations with individuals involved with Infopeople.

Folder "Pala Indian Reservation Library Conference 2005" contains a CD-Rom titled "Pala Indian Reservation Library Conference, June 2-5, 2005." CD-Rom contains images from conference, including photographs of attendees (group and individual pictures) and images of Pala Hotel and Casino, where the conference took place. Digital surrogates of images are available to researchers.

Conditions Governing Access

Items from the CD-ROM in folder 03/18, "Pala Indian Reservation Library Conference 2005" have been reformatted. Researchers may request viewing copies.
