Scope and Contents

File consists of nine folders related to the work of Dr. Lotsee Patterson (Commanche; at the time of the files’ compilation, Lotsee Smith). Dr. Patterson was instrumental to the creation of the United States’ Tribal Library System, among many other accomplishments.

Folder 03/36, “Lotsee Smith: Papers and grants – curriculum Vitae” contains Patterson’s CV, undated, but circa 2000.

Folder 03/37, “Lotsee Smith: Reports and grants – Association for Educational Communication and Annual Meeting 1977” contains Patterson’s presentation for the Association for Educational Communication and Technology Annual Meeting, Miami Beach, Florida, April 27, 1977. Presentation was titled “Recommendations for improving library media training and services in rural Indian communities” and was presented by Patterson and Norman Higgins of Arizona State University.

Folder 03/38, “Lotsee Smith: Reports and grants – Bureau of Indian Affairs Plan 1977” contains a draft of the "Bureau of Indian Affairs Plan for the Improvement of Library/Media/Information Programs, July 1977." Working draft was prepared for initial action and discussion through the White House Pre-Conference on Indian Library and Information Services on or Near Reservations.

Folder 03/39, “Lotsee Smith: Reports and grants – profiles of four Indian library/information programs, 1978” contains paper titled “Profiles of four Indian library/information programs” prepared for the White House Preconference on Indian Librayr and Information Services On or Near Reservations. Profiles were prepared by Nellie Buffalomeat, Maxine Edmo, Lotsee Patterson, and Minerva White. Only three profiles are included in the folder: New Mexico Pueblos (Patterson); Akwesasne Library Cultural Center (White); and Human Resources Development Center of the Shoshone-Bannock Tribes, Inc. (Edmo).

Folder 03/40, “Lotsee Smith: Reports and grants – NEH grant 1978” contains NEH grant application for the project: "Improving the Adults Use of American Indian Community Libraries on Selected New Mexico Reservations."

Folder 03/41, “Lotsee Smith: Reports and grants – NEH grant 1979” contains NEH grant application for the project: "Improving the Adults Use of American Indian Community Libraries on Selected New Mexico Reservations."

Folder 03/42, “Lotsee Smith: Reports and grants – technical proposal 1985” contains the "Technical Proposal for Leadership Training, Guidance, and Direction for the Improvement of Public Library and Information Services to Native American Tribes, June 1985." Technical proposal was prepared by Patterson for the U.S. Department of Education.

Folder 03/43, “Lotsee Smith: Reports and Grants--TRAILS Manual 1985-1987" contains a photocopy of the TRAILS manual; "TRAILS: Final Report: Training and Assistance for Indian Library Services: The University of Oklahoma” written by Patterson.

Folder 03/44, “Lotsee Smith: Reports and Grants--TRAILS Final Report 1985-1987" contains a copy of "TRAILS: Final Report: Training and Assistance for Indian Library Services: The University of Oklahoma" written by Patterson.

Conditions Governing Access

The collection is open for research. Some materials have been restricted because of FERPA or concerns with Personally Identifiable Information. Select items/Contents have been reformatted and have digital access copies. Access to original [audio tapes, video recordings, etc.] is restricted; researchers may request viewing copies. The Special Collections and University Archives Reading Room is accessible by appointment only, Monday-Friday, 8am - 4pm. Final requests for materials must be made one hour prior to closing. Please submit requests for archival materials at least 24 hours in advance of desired appointment. Materials requested over the weekend will be available on the following Tuesday at the earliest.
