The building is being constructed by Kitchell Contractors, Inc., of San Diego. Project superintendent is Norman W. Newman. A week-long rainstorm in Escondido damaged an underground telephone cable at Pennsylvania Avenue and Waverly Place. The photograph of "Larry Taylor, a Pacific Telephone Co. repairman, seems that he is adrift on a large puddle."
