Biographical / Historical

California State University San Marcos (CSUSM) was officially founded in 1989. It became the twenty-first CSU campus, and was created to meet the educational needs of the rapidly growing population of North San Diego County.

Efforts to establish a public university in the region began as early as the 1960s, when business and civic leaders urged state officials to expand higher education access. In 1969, CSU Chancellor Glenn S. Dumke issued a report identifying an “ultimate need” for a university in North County. These efforts gained momentum in 1978, when State Senator William A. Craven secured funding to open a satellite campus of San Diego State University in Vista with an initial enrollment of 148 students. The satellite later relocated in 1982 to a larger facility on Los Vallecitos Boulevard in San Marcos.

By the late 1980s, rising enrollment made clear the need for a standalone institution. In 1988, CSU trustees purchased the 304‑acre Prohoroff Poultry Farm in San Marcos for the university’s permanent home for $10.6 million. The following year, Governor George Deukmejian signed Senate Bill 365, transforming the SDSU satellite into California State University San Marcos—the first new public university established in the U.S. in two decades.

Founding President Bill W. Stacy, appointed in September 1989, quickly began hiring faculty, building curriculum, and preparing facilities. CSUSM opened its doors in August 1990 in rented office space with 448 upper‑division students, twelve faculty members, and nine majors. A year later, in 1991, the university awarded its first seven Bachelor of Arts degrees.

The permanent campus opened in fall 1992 with the completion of Craven Hall (now Administrative Building), Academic Hall, and Science Hall I, marking a major milestone in the development of a modern public university designed from the ground up. Enrollment surged rapidly throughout the 1990s. By the time Stacy left in 1997, CSUSM had grown to nearly 4,500 students and expanded its offerings to 19 bachelor’s degrees, 15 teaching credentials, and eight master’s programs.

The decades that followed saw continued expansion in academic programs, student life, and facilities. CSUSM added on‑campus housing, a student union, a large university library, and athletics programs—beginning with golf, cross country, and track and field in 1998.

Today, CSUSM has grown into a regional university serving more than 17,000 students as of Spring 2026. The university offers over 40 bachelor’s degrees, two dozen master’s degrees, and specialized credential programs. About half of CSUSM students are from underrepresented communities, and 54% of graduates are the first in their families to earn a bachelor's degree; the university annual ranks highly for social mobility. One in nine students are veterans, service members, or military-affiliated dependents, making CSUSM an important educational center for those popultations. 80% of all students remain in the region following graduation, providing a professional pipeline for local employers.
